This latest scheme is part of a pattern of at least 28 major fraud cases in Minnesota since 2019.
All the cases are linked to Somali community operators, siphoning billions from programs under Governor Tim Walz’s watch – with the fraudsters donating heavily to Ilhan Omar, according to federal counterterrorism officials and law enforcement sources.
The current Medicare scheme, centered on bogus claims for autism therapy services under Medicaid, ballooned from $3 million in 2018 to $399 million by 2023 – effectively making taxpayers fund the terror network.
According to a recent investigative report, Gov. Walz’ administration failed in its oversight of welfare programs where non-existent regulations allowed the Somali community, centered in Omar’s district to commit massive fraud, stealing from children with disabilities. *********
At the heart of the scam is Minnesota’s Early Intensive Developmental and Behavioral Intervention (EIDBI) program, meant to provide essential therapy for autistic children.
Instead, operators – Somali-owned clinics advertising “culturally appropriate” services – recruited Somali-M*slim families to lie and say their kids had autism.
In return they got $300 to $1,500 per child each month.
The fraud encompassed a web of fictitious companies billing for ghost services, layered across multiple Medicaid streams like housing aid and mental health rehab.
Federal prosecutors under the Trump administration have started cracking down, with the first indictment in September charging Awo M. Hassan, a 28-year-old tied to the $250 million Feeding Our Future food scam.
Since 2021, autism service providers in the state have surged from 41 to 328, concentrated in Somali enclaves around the Twin Cities, where one in 16 Somali four-year-olds now carries an autism diagnosis – triple the statewide average.
It has now been discovered that the stolen money is being sent back to Somalia through informal hawala networks, clan-based money transfer systems that evade U.S. banking scrutiny.
Investigators and the Joint Terrorism Task Force confirm that millions from these schemes has been sent to Al-Shabaab, the brutal Islamist militants responsible for bombings, ass*ssinations, and recruitment drives across East Africa.

2022: $279 million, with providers hitting 328 and diagnoses spiking suspiciously.
2023: $399 million peak, before partial reforms kicked in.
Another fraud in Minnesota, The Housing Stabilization Services program– jumping from $21 million in 2021 to $104 million in 2024 before it was shut down because of the indictments of Somali- M*slim defendants like Moktar Hassan Aden.
