California NGO – That Gives Alcohol To Homeless – Received $80M

Managed Alcohol Program (MAP), is a taxpayer-backed initiative run by the nonprofit Community Forward SF in partnership with the city’s Department of Public Health.

The program, run in Nancy Pelosi’s district, is supposed to give free beer, wine, and vodka to homeless alcoholics.  

Critics say that all the program does is give taxpayer dollars to keep alcoholics addicted rather than promote recovery.  

It was launched in 2020 during C*VID and is now a permanent program. 

Over the six-year period, the MAP has served about 55 unique clients in total, with costs racking up to around $30 million to date, largely funded by city taxpayers and Medi-Cal reimbursements. (which are federal tax dollars)

The total spending for Community Forward SF each year is $16 million with about $5-$6 million spent on the ‘giving free alcohol to homeless alcoholics’ program.

The NGO gives doses of alcohol, beer and wine to the homeless alcoholics 3-4 times a day, along with food, shelter and counseling.

Its 55 clients are primarily men in their 50’s, who are either Latino or native American. Taxpayers also foot the bill for bilingual nurses for “cultural sensitivity”
