#new Former CIA operations officer Gary Berntsen breaks down what he describes as the calculated, low-profile way elections are allegedly rigged across America.
Berntsen detailed his thoughts in an interview late last year, talking about his work on the book Stolen Elections.
He talked about why so many races, that should be conservative landslides, somehow end up super close or flip at the last minute.
Berntsen, who has written extensively on intelligence and national security, says this isn’t random cheating by a couple of guys in a basement.
He says it’s a professional, data-driven operation that keeps margins believable, so recounts and audits don’t blow it open.
He ties it directly to real-world examples like the close Virginia redistricting vote, arguing Democrats don’t need to steal every race outright, just shave enough votes in the right places.
Here is what Berntsen claims happens:
Step 1: Build a massive planning team. Hundreds of statisticians, mathematicians, engineers, and hackers spend up to a full year mapping out every county and precinct in the state.
They study past vote totals, turnout patterns, and where audits are likely or unlikely to happen.
Step 2: Create a detailed target map. They pinpoint Republican strongholds, places where conservatives win big, like 70-30 or 68-32 , but stay completely away from big Democratic cities and strongholds.
Step 3: Shave small amounts of votes only in red areas. Instead of flipping thousands of votes in blue counties (which would look suspicious and trigger audits), they quietly reduce the conservative margin by a few percentage points in safe red counties.
A 70-30 Trump or Republican win becomes 68-32 or even closer. Nobody notices a small shift like that locally.
Step 4: Use different cheating methods in every location.
They never repeat the exact same technique from one county to the next.
One county might use manipulated machine tallies, another might stuff ballots from dead voters or ineligible names, another might alter absentee counts.
This way, even if one county gets audited or recounted, there is no obvious statewide pattern that links everything together.
Step 5: Target places no one audits.
They focus on rural or Republican-controlled counties where election officials often don’t dig deep, and they avoid Democratic areas where recounts would naturally focus.
Step 6: Know exactly where to find extra votes when needed. As Berntsen put it “They know where they can find the dead people.”
They use voter rolls with outdated or fraudulent entries to pad just enough votes to tip the final statewide total without setting off alarms.
Step 7: Keep the overall win close and believable.
The small shaves across dozens of counties add up to just enough to give Democrats the narrow victory they need.
The race looks competitive on TV, people accept it, and it’s almost impossible to prove in court because the fraud is spread out and disguised.
Berntsen also pointed the finger at Republicans for making it easier.
In counties they control, GOP officials have sometimes allowed outside access to voting machines and source code, which he says gives the cheaters the tools they need.
Berntsen says his info is based on conversations with insiders and engineers who have seen or designed the systems.
However, no court filing, official election audits, or sworn statements from a state or federal elections board has ever confirmed this exact coordinated operation at the scale they describe.
Isolated cases of dead voters, duplicate ballots, and fraud does show up in public records but nothing matches the full “meticulous, year-long, multi-expert” blueprint – critics point back to Bernsten’s own words saying its difficult to prove, as the reason why.
