The 21-year-old from India, came into the country illegally in 2022.
Police have identified him as Jashanpreet Singh of Yuba City.
He was arrested on suspicion of DUI.
The second crash happened on June 20th when Singh was hauling Target cargo in his Freight liner semi-truck.
He veered off the right shoulder, crossed the center divider into oncoming traffic, jackknifed, and crashed into several vehicles.
The truck caused major damage to the divider and guardrail.
Christina King died at the scene and dozens more were injured, including minors and children.
Less than 8 months ago, Singh was involved in another deadly semi-truck incident.
On October 21, 2025, in Ontario, California, Singh drove his semi-truck at high speeds into stopped traffic, triggering an eight-vehicle pileup.

Three people died, including a Pomona High School basketball coach and his wife.
Several others suffered serious injuries.
San Bernardino County prosecutors charged him with three counts of vehicular manslaughter with gross negligence and one count of DUI causing injury (initially tied to drugs).
Eyewitness accounts and dashcam showed him failing to brake in time.
Toxicology results later came back negative for alcohol and tested substances, so the DUI charge was dropped in early November 2025.
He still faces the gross negligence manslaughter and reckless driving counts.
He pleaded not guilty.
In June 2025, California issued him a restricted, non-domiciled commercial driver’s license with a “K” restriction limiting him to in-state driving.
Federal officials, including during the Trump administration, publicly criticized California for issuing the CDL
The Department of Homeland Security issued an immigration detainer on Singh after the Ontario crash.
Court and DHS records confirm that he is an illegal migrant.
